Ripple Says It Has Final U.S. Approval for Its National Trust Bank

The company says the charter covers RLUSD reserve management and institutional custody. Stablecoin issuance remains with its New York-regulated subsidiary.

Ripple says it has received final approval from the Office of the Comptroller of the Currency to establish Ripple National Trust Bank, completing the organization process that followed conditional approval in December 2025. Its October 26 announcement puts reserve management and institutional digital-asset custody at the center of the new federally supervised entity's work.

The company says the approved activities include managing segregated reserves backing its RLUSD stablecoin, serving as collateral trustee for holders and providing fiduciary digital-asset custody. Standard Custody & Trust Company, its New York-regulated subsidiary, will continue issuing RLUSD. The distinction matters: a federal charter for the trust bank does not mean the token's issuer has been replaced by that bank.

The Block also reported the final-approval announcement. TTN reviewed Ripple's current release and the OCC's original conditional decision; a separate final OCC decision letter was not available in the materials reviewed. The current approval claim is therefore attributed to Ripple. The December letter establishes the earlier structure and conditions, rather than independently documenting this week's final step.

A trust charter has a specific job

The OCC's December 12, 2025 letter described a proposed New York national trust bank, with Ripple as its direct holding company. It authorized a path toward reserve management, collateral-trustee work and fiduciary custody for affiliated and unaffiliated institutions. The letter explicitly granted preliminary conditional approval only, with authorization to begin business dependent on meeting pre-opening requirements.

That original decision also said the bank would not be an insured depository institution. A national trust-bank charter should not be read as an ordinary retail-bank account, a general lending authorization or an FDIC guarantee for a token. The customer relationship and the assets being held determine the relevant protections. The word bank, on its own, cannot describe all of them.

Our report on the OCC's invitation to community banks examines another route into stablecoin services. Ripple's proposed structure places a specialist trust institution within the infrastructure supporting a token, rather than requiring every participant in a payment chain to perform the same banking functions.

RLUSD and XRP remain different assets

Ripple's product documentation describes RLUSD as a dollar-backed stablecoin, supported by cash, U.S. government securities and other cash equivalents. It identifies monthly reserve attestations as part of its transparency arrangements. These disclosures concern the assets supporting a dollar redemption promise. They do not make every exchange listing or intermediary equally liquid, accessible or free of operational risk.

The same documentation distinguishes RLUSD from XRP, the XRP Ledger's native cryptocurrency, whose price is set in the market. Holding XRP is not holding a share in Ripple National Trust Bank or a claim on RLUSD's reserve assets. A development in the company's regulatory structure cannot, by itself, establish how demand for the separate cryptocurrency will change.

Our guide to stablecoin backing and depeg risk explains why reserve quality and access to redemption need separate attention. A holder selling through an exchange relies on that venue's liquidity and rules. An institution redeeming directly relies on its agreement with the issuer. Federal supervision adds oversight to the stated bank activities without making those two transactions identical.

Custody expands the commercial opportunity

Ripple says the bank will also serve enterprise custody customers beyond its role supporting RLUSD. That creates a potential service business, but the announcement does not supply a revenue forecast or demonstrate the volume of new customer assets the bank will attract. Regulatory authorization and commercial adoption are different stages of building a financial operation.

For an institution considering custody, the practical work includes understanding who controls transfers, how customer assets are recorded and segregated, and what happens if a service provider fails. Blockchain settlement does not eliminate those questions. Our explanation of decentralized finance discusses the distinction between transaction infrastructure and the responsibilities of organizations using it.

The next useful evidence will be operational disclosures, customer agreements and reserve reporting under the announced structure. Ripple's statement represents a material claimed advance from the conditional charter stage. The investment implications still depend on the services delivered, the risks retained by each entity and the demand those services generate.
